The president of Azerbaijan, Ilham Aliyev, says he has regained control of the Nagorno-Karabakh region, if separatists agreed to pull out any weapons it had in the region. No one gave him a mandate for Karabakh to capitulate, he told, despite international pressure to halt fighting, but he said the operation will continue until separatists laid down their weapons.
